A 13-year-old boy was killed in a crash in Kissimmee when his 18-year-old cousin lost control of his van, which rolled over and struck a concrete wall, the Florida Highway Patrol said.
Alvis Joubert, of Kissimmee, was killed in the crash, which occurred around 9:20 a.m. at Silver Park Circle and Oakwood Drive in Kissimmee.
According to the FHP, Ismael Patterson was driving at a high rate of speed -- without a license -- when he lost control of the vehicle, which began to roll over, ejecting Joubert.
The van then overturned, hitting the wall and sending debris and concrete flying, said troopers. A 25-year-old woman walking on the other side of the wall was struck by debris and injured, troopers said. She was taken to a hospital with minor injuries.
Joubert was airlifted to Osceola Regional Hospital and was pronounced dead. Patterson was taken to Orlando Regional Medical Center with serious injuries.
Witness Raquel Medina heard what she said sounded like an explosion outside her door. She ran outside and saw Joubert lying on the ground.
"I knew he passed away," Medina said. "I wish I could have done something, but it's a back flash. I know I'm not going to be sleeping tonight"
Authorities initially told Local 6 that Alvis and Patterson were brothers.
Local 6 News helicopter Sky 6 flew over the scene, showing a black van next to the wall with chunks of concrete scattered around the area.
Three cars parked on the other side of the wall were damaged in the crash.
The crash remains under investigation and charges are pending against Patterson.
