Man Accused Of Flashing Kids At Bus Stops

JACKSONVILLE, Fla. -- A man suspected of exposing himself to young children at Westside bus stops was arrested Friday, according to the Jacksonville Sheriff's office.
Police said Robert Scott Whitehead, 32, was developed as a suspect as police investigated reports of a man exposing himself to school children across the Westside over the last three months.
In one incident, two 15-year-old girls reported that a man got out of a green minivan naked and was playing with his genitals, WJXT-TV said.
At least 10 incidents of a naked man exposing himself to children were reported to police since Oct. 10.
On Dec. 21, police located a van similar to the one victims described in Whitehead's driveway. According to the arrest report, Whitehead admitted he owned the van, but denied the allegations. He agreed to take a polygraph test at a later date.
On Thursday, Whitehead submitted to a lie detector test. When told the test showed he was being deceptive, Whitehead admitted that he had exposed himself and signed a confession, police said.
Whitehead told police he began in August driving to bus stops where he new children would be, then would step out of his van naked, according to the arrest report.
"He has admitted, in the early morning hours, getting in his vehicle, driving to a remote location, undressing, and then driving around, looking for individuals -- small children -- on their way to school bus stops," Jacksonville Sheriff's Office Lt. Annie Smith.
Police said there was no indication Whitehead, who has no history of sex crimes, ever attempted to lure the children toward him, or even spoke to them, so they're not sure why he did it.
"His statement to us was that he needed help," Smith said.
Whitehead is accused of lewd and lascivious exhibition and was booked into the Duval County jail.
