Man Charged With Video Voyeurism After Allegedly Recording Woman In Dressing Room

MELBOURNE, Fla. -- A Central Florida man was arrested Thursday on video voyeurism charges after police said he placed a camera in a dressing room at an outlet mall store while a woman was changing clothes.
Teddy W. Underwood, 31, was arrested about 11:30 a.m. at Bealls Outlet on Lake Washington Road in Melbourne.
Melbourne police were conducting surveillance at the store when they said they saw Underwood remove items from a rack and go into a dressing room. He entered a stall, placing a digital camera underneath an adjacent dressing room where a woman was trying on clothes, according to police.
The woman was unaware that she was being recorded, police said.
Two police officers approached Underwood after he left the store and questioned him about the incident. Underwood, who still had the camera in his possession, said that he found the camera and was going to turn it in to lost-and-found, according to the police report.
One of the officers confiscated the camera and found the video from the dressing room, the report said.
"I find it very disgusting and very disturbing," shopper Stephanie Starky said.
Underwood was arrested and transported to the Melbourne Police Department for booking.
Police said they believe this was an isolated incident.
