Colleen Atwood, 28, died New Year's morning in Montgomery County, Tx., after her car burst into flames in a head-on collision.

Investigators said Atwood was following construction cones that fed northbound traffic on Loop 494 into oncoming traffic.

Police believe the cones had been intentionally moved causing Atwood to collide head on with another vehicle.

Witnesses said that they saw two teens moving the cones earlier that morning.

A second woman involved in the collision was hospitalized. She has since been released.
