JACKSONVILLE, Fla. -- City authorities removed about 100 dogs and three pigs living in what they described as deplorable conditions at a Mandarin home, according to a report.

The city began an investigation April 27, when Animal Control responded to complaints by area businesses of dog carcasses found near railroad tracks at Sunbeam Road. Because the animal's bodies were decomposed, authorities lacked evidence to continue the investigation.
On Tuesday, Animal Control found the animals along with cartons of carcasses at a nearby Historic Kings Road home. The property owner -- a sick, older man -- surrendered nearly 100 dogs to the city and said he would bring turn over more than a dozen more Thursday.
Several of the dogs given to Animal Control were euthanized due to poor health. Inspectors found discolored water and raw garbage from restaurants being used as food.
The owner was charged with two civil citations and the city has no further plans for prosecution. Animal Control officials told WJXT-TV that their top priority is to make sure that the surviving animals are safe.
