Captured Jail Escapee: 'I Wanted to See My Kids'

Carlos Alberto Rosa Arrested After Escaping Osceola County Jail

An inmate who escaped from the Osceola County Jail -- the second jailbreak at the facility in weeks -- was caught on Wednesday.

The sheriff's office said Carlos Alberto Rosa, 39, was found at a home located at 2888 Bay Ave. in Kissimmee, which is about 5 miles from the jail.

"It was easy to get out," Rosa said.

A teary-eyed Rosa told reporters he just wanted to see his children, but he was not inspired by the previous escape. He said he did not plan the escape and he is sorry. He noted that the jail staff mistreats its inmates.

The Sheriff's Office said Rosa was very cooperative with describing his escape. They said he told them he ditched a sweatshirt near the turnpike and walked to the 7-Eleven on Donnegan Street, where a stranger gave him a ride to the Bay Avenue home of a childhood friend.

The friend told Local 6 Rosa used to live in the neighborhood. She said she was hearing about his escape on the news when police ordered her out of her home and kicked down her fence before arresting him.

"He's not that bad of a guy. I don't think so anyway. And then, all of a sudden, cops," the friend, who asked to not be identified, said.

The Sheriff's Office said the neighbor did not realize Rosa was a jail escapee and she will not be charged as an accessory.

He has been charged with felony escape and taken back to the Osceola County Jail.

The Sheriff's Office said Rosa was reporting missing late Tuesday night by guards from the Kissimmee jail. Deputies, along with helicopters and dogs, conducted a search for him.

At an emergency meeting on Wednesday morning, Osceola County commissioners were told by Osceola County Corrections Chief Greg Futch that inmates witnessed Rosa hide under a portable storage unit as a group returned from a recreation area just after 8 p.m. Tuesday.

Rosa likely climbed atop the building at a later time and jumped over or scaled a fence, Futch said. The Osceola County Sheriff's Office was informed of the escape just after 11 p.m. Tuesday.

Futch revealed on Wednesday that razor wire atop fences around the outside of the jail was installed improperly. The razor wire is on the outside of the fence. He also said surveillance cameras do not cover some areas of the jail property and there have been recording issues, too.

The state Department of Corrections and the federal National Institute of Corrections will go over design flaws at the jail, along with policies and procedures and personnel issues. The Lake County sheriff may also consult with the review.

Futch was appointed to his current post in 2008.

In the emergency meeting on Wednesday, the Osceola County Commission approved $4 million for improvements at the jail.

Rosa, who has been arrested more than 16 times on numerous felony charges, including burglary and grand theft auto.

Deputies said Rosa has a violent history and once threatened a Kissimmee police officer.

Authorities alerted nearby residents of the escape via a phone message.

"This message is intended to inform you, not to alarm you. The Osceola County Sheriff's Office is notifying the public of an escaped prisoner from 402 Simpson Rd., Osceola County Corrections," the message stated before adding a description of Rosa.

A man suspected of being a gang leader escaped from the same jail last month. Michael Rigby likely left the state hours after breaking free by removing the toilet and sink from his cell wall. He has not been caught.
