Residents Outraged By Jail Escapes
Officer Arrested In Inmate's Escape

OSCEOLA COUNTY, Fla. -- Residents who live near the Osceola County Jail are fuming over two recent escapes and want to see new management at the jail.
"Sheriff, please take over this jail," a resident said.
Residents voiced their opinions at a town hall meeting Thursday night.
"I've always thought that the man responsible when the ship hits the reef ought to go down with the damn ship, and the county manager, he's in charge of all of this," a resident said.
New security measures, like a guard tower, have been installed along with overnight deputy patrols.
Inmate Carlos Rosas escaped Tuesday, but was captured Wednesday. He said he did not plan his escape and was not inspired by the escape of Michael Rigby last month.
The Osceola County Jail corrections officer who resigned following Rigby's escape has been arrested in connection to the escape.
Milton Caraballo Jr., 28, was arrested Thursday and charged with escape and introduction of contraband.
The Sheriff's Office said Caraballo knew about the escape and was offered a large amount of money in exchange for providing Rigby with assistance.
Caraballo gave Rigby a metal binder clip, which he used to remove the toilet and sink combination from the wall, and he also helped Rigby call his girlfriend after the escape, the Sheriff's Office said.
The Sheriff's Office said Caraballo never received any money.
Caraballo admitted to giving Rigby the clip, but said it was requested to bind legal papers and he denied Rigby's request for a hacksaw.
Caraballo is being held at the Osceola County Jail on no bond.
The jail's chief said an ongoing internal review is under way for another 25 employees who may have violated policies in Rigby's escape.
Rigby, who is believed to be out of the state, is convicted of attempted murder.
