TITUSVILLE, Fla. -- Police arrested a 56-year-old man in a yellow-flowered skirt Tuesday after he allegedly walked up to two girls, lifted the garment he was wearing and exposed his genitals on a Titusville street, according to Local 6 News.

Investigators said James Brown approached the 13- and 16-year-old girls near Madison Middle School at Dairy Road and Singleton Avenue in Titusville and pulled up his dress.

"Apparently, the suspect is a cross dresser," Titusville Police spokesman Todd Hutchinson said. "He lifts his skirt, exposes his genitals and the girls then did the right thing. They immediately went to the school and told both the school employees and the school resource officer."

Police took Brown into custody still wearing his skirt.

"I was being playful," Brown said. "I didn't see any children anywhere. I thought they were all off at school."

Parents told Local 6 News Tuesday night that they have seen Brown around the area in make-up and dresses.

"It frightens me," parent Mary Anson said. "I've seen him with the make-up and the skirts. I've always wondered about him."

Brown remains in jail Tuesday night with a $2,000 bail status.
