Orange County deputies say Cedric Bartee, 28, made 'furtive moves' with hands

ORLANDO, Fla. – New video shows the clearest picture yet of a shooting on Monday that sent a suspected car thief to the hospital.

The deputy-involved shooting happened just after midnight in the parking lot of the Timbersound Apartments on Raleigh Street in Orlando.

Orange County sheriff's deputies say Cedric Bartee, 28, was sitting in the driver's seat of a stolen car in the parked at the complex and made "furtive moves" with his hands when he was ordered to put them in the air.

They say Sgt. Robert McCarthy feared for his life, and shot Bartee.

He is still listed in critical condition at Orlando Regional Medical Center, according to the Florida Department of Law Enforcement.

FDLE investigators tell Local 6 there is no dash cam video as part of their investigation.  They will presumably be relying on cellphone video shot by several residents.

One of those residents shared her video with Local 6.

The video clearly shows deputies telling Bartee and his friend, Henry Lee Chaney, to keep their hands up.

Deputies repeat the warning several times.

The video does not show McCarthy shooting, but it shows the aftermath, which includes Chaney emerging from the car and being taken away by deputies.

It also shows deputies pulling a wounded Bartee from the car, administering first aid and eventually placing him on a gurney to be taken to an ambulance.

It is difficult to see inside the car in this video, but the woman who shot it says she could see both men with their hands up.

"Both of them had their hands up," she said.  "It's the shadow I saw moving because of the street lights.  They were on.  That's how I saw all of the movement in the car."

Jeff Williamson, a spokesman for the Orange County Sheriff's Office, tells Local 6 Chaney has not been arrested and currently isn't facing any charges.

FDLE agents spent the afternoon at the Timbersound Apartments looking for witnesses and video to help with their investigation.
