Family Of 'Urinating' Officer Says Act Not Malicious

Documents Reportedly Show Brown Has Condition Causing Frequent Urination

The family of an Orange County sheriff's deputy videotaped urinating in a public elevator says his actions were not malicious, but the result of a medical condition, according to Local 6 News.

Complaints of a foul odor prompted the manager of R & R Limited public parking garage to set up a surveillance camera. When the manager and police checked the tape, they spotted Orange County deputy Carl Brown, 40, urinating in and on the elevator, according to the report.

The manager said Brown was constantly relieving himself inside the elevator, Local 6 News reported.

Tuesday, Brown's family said his actions were caused by a medical condition. They provided months of documented doctors' visits that reportedly showed he had a condition that caused him to urinate frequently and sometimes uncontrollably.

Brown's family said, "His actions were an involuntary bodily response."

"If this is new information, something that maybe we didn't look at thoroughly or we didn't have an accident report or something that would shed new light on this, that's what the appeal process is for," Orange County Sheriff's Office spokesman Jim Solomons said.

Brown has been assigned to a temporary clerical position pending the outcome of his appeal. He was assigned to the Orange County Courthouse.

An internal investigation determined that Brown violated two standards of conduct -- conformance of laws and conduct unbecoming.

The videotape showed him reaching up to the security camera and pushing it away when he noticed it after urinating.

He was given a 40-hour suspension for the first offense and fired for the second offense.

The urine caused about $200 worth of damage to the elevator, according to Local 6 News.
