An 8-year-girl and another 12-year-old were in the room near Pabon, according to the police report.
When authorities confronted Pabon, who was still in the clinic's waiting room, he told them that it was a wardrobe malfunction, police said.
"Mr. Pabon's response was, 'I had a hole in my pants, things happen and it wasn't intentional, that kind of thing,'" Seminole County Sheriff's Office spokesman Steve Olson said.
Pabon was charged with lewd and lascivious behavior in connection with the incident.
