Parents: Student Shocked 3 Times Over Cell Phone

ORANGE COUNTY, Fla. -- The parents of a 17-year-old Central Florida student said an off-duty sheriff's deputy wrongly used excessive force when he shocked the teen with a Taser gun three times for not following orders, according to Local 6 News.
Frank Moran was approached by a school resource officer at Colonial High School Monday when he refused to hand over a cell phone to a school administrator.
When Moran refused, he said the officer, who is an off-duty deputy with Orange County, shocked him with a Taser gun three times, pepper-sprayed and kicked him, Local 6 News reported.
"The 17-year-old students admits he was being difficult," Local 6 reporter Erik von Ancken said. "But he said he was not being violent."
"I didn't think he was right because I wasn't unsafe, wasn't going at him," Moran said.
"You weren't threatening him?" von Ancken asked.
"(I) wasn't threatening him," Moran said.
"(Were you) threatening anybody else?" von Ancken asked.
"No, I wasn't," Moran said. "(I was) just saying don't touch me, I want to go to class."
In a sheriff's report, the officer involved in the incident told the same story, according to the report.
The sheriff's office said the officers actions were justified but the incident is under investigation, von Ancken said.
Also, Local 6 News reported that Moran was carrying a razor blade in his wallet but deputies did not discover it until after he was handcuffed.
