West Palm Beach police say two officers spotted a dog in a locked car Thursday.

Officers say the dog was panting and breathing heavily and did not have food or water.

The car window had been rolled down a couple of inches and the officers said they were able to smell the marijuana from inside the vehicle. Officers say that's when they noticed a pipe with burned marijuana in the ashtray.

The car's owner, 40-year-old Raymond Hendry Zerba,eventually returned to the car.

Police say they searched the vehicle and found a pound of marijuana. Zebra claims the drug was for his personal use.

The Palm Beach Post reports Zebra was being held on three-thousand dollars bail and was charged with several drug counts and animal cruelty.
