Seal the dog gets a new set of wheels

When Seal was dropped off at the Halifax Humane Society a few months ago he was only 12 1/2 pounds and couldn't stand on his front or back legs. A true medical mystery for doctors who don't know if he was hit by a car, abused or if he was born this way.
