    Charges Against Local Woman Dropped, Now She Plans to Sue Police

    Orlando.Florida -

    The police report filed by Orlando Police Officer Livio Becacchio conflicts with the video taken from the scene in downtown Orlando when 20-year-old Lisa Wareham was thrown to the pavement and then arrested a few minutes later, the state attorney's office says.

    The OPD video shows Becacchio using an arm bar tactic to throw Wareham face first to the pavement. The impact broke Wareham's front teeth.

    Becacchio claimed Wareham assaulted him and resisted arrest.

    The state attorney's office announced all charges against Wareham were dropped following a review of the OPD video taken from a city surveillance camera across from the Orlando Library.

    Randy Means, a veteran investigator with the State Attorney's Office, said Friday's decision was made after it was obvious the video conflicts with the police report narrative filed by Becacchio.

    "There is enough doubt his testimony would not be consistent with what a jury would see," Means said.

    The most glaring conflict is Becacchio's claim that Wareham stumbled to the pavement.

    In the video, it is clear Beccacchio held her left arm and threw her to the pavement.

    The Florida Department of Law Enforcement reviewed the tape, but Monday told Holfeld it would not make an official recommendation and instead leave the matter to the OPD.

    OPD Internal Affairs has been reviewing the tape since last week.

    Incoming Chief Paul Rooney said there will be a "full formal investigation," that will include a review of the entire tape and a face to face interview with Officer Beccachio and the other officer's there that night.
