Civilian child protection investigator provided false claims on-duty

SANFORD, Fla. – Seminole County deputies arrested a department employee after they say she was involved in a Medicaid fraud scheme while on-duty, along with submitting false time sheets to SCSO.

Syberina Wynn, a civilian child protection investigator for SCSO who worked off-duty as a counselor for Circle of Friends, a Medicaid provider, submitted false claims that resulted in reimbursement from the organization and Medicaid, according to an SCSO release.

SCSO starting investigating Wynn in August 2011, in which investigators found she billed Circle of Friends from Jan. 1 to Aug. 14 for counseling she never provided, according to the release. Wynn also did group counseling sessions instead of individual sessions while on duty for SCSO and while wearing her uniform.

Deputies said during the eight month period, Wynn received $7,655 in payments from Circle of Friends for counseling she conducted at the same time she was on duty.  During the same period, she claimed and received $6,753 in overtime from SCSO for her duties as a child protection investigator.

Wynn was charged with scheme to defraud, grand theft, Medicaid fraud, and cheating.

Wynn was booked in the John E. Polk Correctional Facility and her employment was terminated.  Wynn was hired in April 2008.
