Jose Soto Maisonet, 39, died in the crash, which happened around 1 a.m. near the intersection of John Young Parkway and Osceola Parkway, the FHP said.
According to troopers, Maisonet was turning left onto westbound Osceola Parkway when he failed to negotiate the curve.
The beige Honda Accord then ran off the roadway and into the retention pond, which is located in the northwest corner of the intersection.
Rescue divers were called out shortly after the crash. Troopers said Maisonet's body was recovered inside the submerged vehicle.
One witness said he tried to use a rope to rescue the driver, but the car sank under the water before he could get to the man.
The FHP said Maisonet, who had suffered severe medical issues in the past, was wearing his seat belt.
