According to the Volusia County Sheriff's Office, Klugh began arguing with his neighbor before scooping up some mud with a shovel and throwing it at her vehicle.  He then threw a scoop of mud at her, striking her with it, deputies said.

"He threw dirt and some of it went -- I've got glasses on -- but I've got some in my eye.  I've got to go wash it out," the woman said.  "My car is literally -- on the side of it, the deputy will see when he comes here -- plastered with dirt and rocks."

Klugh is also accused of breaking the woman's back window with a rock.

The woman was not seriously injured.
