BELLE ISLE, Fla. – A lawn care service owner stands accused of exploiting a 96-year-old man and his 74-year-old wife by billing them more than $33,000 for work never rendered or completed.
Belle Isle police said Joseph Spivey, the owner of All Over Complete Tree Service Company, billed the couple $33,250 over the past 19 months for lawn services.

In one four-day period, according to police, the couple was charged $9,475 for lawn care. The couple was led to believe they had not paid for services rendered and were charged multiple times for the same work, police said.
After an investigation, criminal charges were filed against Spivey, who is currently in the Orange County Correctional Facility on unrelated drug charges.
Spivey now also faces charges of exploitation of the elderly.
