According to the police report, the husband confronted Arroyo and asked for his phone but Arroyo ran out of the store. The husband chased Arroyo to a nearby apartment complex, the Grand Reserve Apartments.

When police arrived, Arroyo told him that he did use the phone to look underneath the victim's dress and that it was the first time he did something like that. Police said they then searched Arroyo's phone, finding a video of the victim's underwear and 38 other upskirt videos of women.

Arroyo was taken to Marion County Jail on the loitering and stalking charges. Police will also pursue video voyeurism charges against Arroyo.
