The man was killed instantly, fire officials said, and it's not clear if he was skateboarding in the bicycle lane or the sidewalk.

The driver involved in the accident, who has been identified as a woman, has been taken into custody and was being questioned on scene, police said.

Police have confirmed that drugs were found in the woman's car, including pills and a crack pipe. However, officials are waiting to obtain a warrant to draw her blood to see if she was under the influence at the time of the crash.

The woman was placed in handcuffs after the crash and placed into the back of the police vehicle for her own safety, and was later taken to the hospital after making threats toward herself because of the accident.

No charges have been filed at this time, but if drugs are found in the her system, she will be charged with the crash and possession of narcotics, officials said.
