Charles Craig, of Longwood, faces charges in the crash, which happened around 10 a.m. Thursday on westbound I-4, just north of State Road 434 near Longwood.
According to the FHP, the semi, driven by 44-year-old Robert Saez, of Punta Gordon, was traveling in the right lane when Craig swerved in front of the truck to exit and was clipped.
The flatbed truck overturned, sending bags of mulch across the interstate and causing a major traffic jam.
Nether driver was injured, the FHP said.
Other motorists initially got by on the shoulder, but traffic was backed up in the area, prompting troopers to divert traffic off I-4 at Lake Mary Boulevard.
A crane was brought in to upright the truck and tow it off the interstate.
Trooper Kim Montes told Local 6 that another accident on the westbound side of I-4 in Maitland also caused major backups.
