A traffic stop in Jacksonville Beach, Fla., led to the discovery of two children covered in their own feces and urine in a trash-filled car, surrounded by more than 100 cockroaches, according to police.

Investigators said Tammie Nava was driving in Jacksonville Beach Monday when an officer pulled her over.

An officer immediately noticed that Nava's car was filled with garbage and her two children, ages 1 and 3, were covered in urine and their own feces.

The officer said when he went to unbuckle the children from their seats, three of more than 100 cockroaches in the car ran across his hand.

"They were soaked and covered in urine and their own feces, and there were cockroaches all over the car. The officer says when he reached in to unbuckle the child, three roaches ran across his hand -- they were just everywhere," said Jacksonville Beach police Sgt. Thomas Bingham.

Several opened bottles of beer were found in the vehicle and an empty wine bottle on the floor.

Both children had feces and urine in their diapers and on their clothing, the report said.

"You can understand if somebody wants to let themselves deteriorate, but when they do this to their children and make their children suffer, that's unexplainable," Bingham said.

Investigators said Nava's blood-alcohol level was nearly twice the legal limit for a DWI.

She was charged with drunken driving, resisting an officer and child neglect.

"Being a single mom and all she works. She's a nurse. She's pretty responsible. I'm really surprised," a neighbor said.

The children were taken to a grandparent's house.
