Girl, 13, found passed out, drunk; Mother arrested

Carolyn Foster, 44, charged with contributing to the delinquency of minor

OAKLAND, Fla. – A woman and her boyfriend were arrested after a 13-year-old girl was found intoxicated by police in Central Florida.

Carolyn Foster, 44, and her boyfriend were arrested on charges of child neglect and contributing to the delinquency of a minor.

Police were called to an apartment in Oakland for a separate disturbance, but after they arrived, they said they found a group of intoxicated people.

When an officer was invited into the home, he found the girl unresponsive on the floor of the bathroom, according to authorities..

Police said one person in the group informed them that the girl had been sneaking beer and vodka and had become so intoxicated that she was vomiting and passed out in the bathroom.

Foster and her boyfriend were taken to jail.

"I don't think I'm a bad mom," Foster said while leaving jail.  "I did not allow my daughter to drink alcohol."

Police, however, said Foster and her boyfriend encouraged her daughter to drink and played drinking games.

Foster's daughter was removed from the home and the Florida Department of Children and Families was contacted.

Oakland is located in Orange County, about 20 miles west of Orlando.
