Parents arrested after toddler covered in feces found wandering alone

ORANGE CITY, Fla. – A man and woman were arrested Sunday after their 2-year-old was found wandering in a mobile home park alone, covered in feces and in nothing but a diaper.

Police said they believe the toddler may have been wandering in the Orange City Mobile Home Park off South Volusia Avenue for at least 20 minutes.

After about 15 minutes of searching for the parents, police found the child's father, Joseph P. Rupp, who escorted them back to the home.

Police said narcotics were found on the coffee table in the home, within potential reach of the child.

An investigation revealed that the parents were reportedly sleeping when the child got out.

Rupp, 23, and the child's mother, Nikki Hinkle, 26, were arrested and charged with child neglect, possession of cannabis under 20 grams and possession of drug paraphernalia.
