Commissioners voted unanimously against rezoning land in the area, which is currently classified as agricultural.
The proposed area where the K-8 school will be built is in Wedgefield along Bancroft Boulevard.
The school will accommodate 1,100 students and alleviate overcrowding at nearby elementary and middle schools.
Dozens of residents attended Thursday's meeting to voice their opposition to the school. Many believe it would bring increased traffic to the area and threaten their rural lifestyle.
