The Florida Highway Patrol said Chase Fenbers, 19, of Leesburg, and Elizabeth Yasko, 16, of Fruitland Park, died in the crash, which happened around 6 p.m. on State Road 44 at Sorrento Springs Drive in Eustis.
According to the FHP, Fenbers was driving a 2007 Honda west on SR-44 when he illegally attempted to pass the vehicle in front of him and crashed head-on into Christopher Digilio, 42, of Oviedo, who was driving a 2004 Ford van.
Digilio suffered minor injuries, troopers said.
"(I'm) just kind of shaken up to see what I've seen today," said Lloyd Wicks, who lives nearby.
When Wicks got to the crash, he said the car was on fire. Witnesses tried to put out the fire.
"They were pretty much lodged in there," Wicks said. "(I) smashed the back windows, front window, just to try to get to a position where we could see if we could actually pull them out."
Yasko was airlifted to a hospital but died a short time later, the FHP said. She was not wearing a seat belt, according to troopers.
"(It's) just devastating," Wicks said. "When she left here she was alive."
SR-44 remained shut down for hours in both directions as authorities investigated, but was reopened before 10 p.m. Wednesday.
