Man shot, killed by deputies after refusing orders

DeLAND, Fla. – Volusia County deputies released video on Tuesday of an encounter on the street that led to a deputy-involved shooting over the weekend.

Deputies pulled over a vehicle on 17-92 in DeLand on Sunday that was suspected in an armed robbery at the Orange City Park N Ride. The driver,  Erin Casey Finney, 24, complied with officers and was taken into custody, but Donald Edward Brown III, 32, refused to comply with the deputies' request that he show his hands, authorities said.

Deputies then shot and killed Brown, who they said was found with a knife in his hand.

The video, taken by a driver who witnessed the incident, shows Brown acting agitated and refusing to comply with deputies, and at one point, concealing his right arm behind his back. 

Deputies said the video shows "Brown rapidly swinging his right arm in front of him in a manner consistent with the wielding of a deadly weapon, resulting in the deputies opening fire to defend themselves."

Finney is charged with murder while engaged in a felony, robbery with a deadly weapon and drug possession. She was issued no bond at her first appearance on Monday.

The deputies involved, Sgt. Justin Stewart, 32, Deputy Brandon Coker, 28, and Deputy Joshua Sheen, 24, were placed on administrative leave pending the outcome of a Florida Department of Law Enforcement investigation.
