According to a report obtained by the Star-Banner, the allegations concern the crime prevention kiosks that the sheriff's office installed in stores last year.

The report claims Blair tried to profit off the machines by forming his own company with a group of other people to make them.

The report says Blair never told commissioners that he had a stake in the project when they approved more than $250,000 to buy them, and he ignored warnings the machines could pose a fire hazard.

Despite the allegations, Blair will not be prosecuted, because of a plea deal he agreed to over the summer following an indictment on perjury charges in a separate case.
