CFIX reminds agencies to share intelligence after Kissimmee officers killed

Memo comes after intel about accused killer missed

ORLANDO, Fla. – The head of the Central Florida Intelligence Exchange has issued a memo to police chiefs and sheriffs across Central Florida’s Region 5, reminding the agencies to share intelligence with CFIX “regardless of investigative jurisdiction.”

The memo, issued by CFIX director Al Rollins Monday, reminded law enforcement leaders that the agency is a “mechanism to exchange Information and intelligence.”

The message followed a News 6 investigation that uncovered intelligence about Everett Glenn Miller, accused of killing two Kissimmee police officers, which was never shared with CFIX, also known as the Fusion Center.

Orlando Police Department reported Miller made threats against law enforcement officers on July 14 during a Facebook Live post.

During the video, Miller said, “If this cop comes out with his gun, I’m going to shoot me a cop.”

A “situational awareness alert” was sent to the Orange County Sheriff’s Intelligence Unit but was never provided to CFIX to be researched and shared with the other law enforcement agencies within the nine-county region, which includes the Kissimmee Police Department.

Miller is accused of shooting and killing Officer Matthew Baxter and Sgt. Sam Howard on Aug. 18.

Rollin told News 6 Monday that the missed intelligence had nothing to do with the memo he sent out.

“Not at all, this was disseminated as a reminder to our partners to utilize the resources here at CFIX Rollins said. “Just a reminder from us.”

Orlando Police Department’s Intelligence Unit issued a policy change regarding intelligence sharing following the investigation by News 6.

“In the past, when Orlando police have sent intelligence bulletins to CFIX, we have sent vetted and qualified information,” according to the directive. “Going forward, anytime OPD sends intelligence to any law enforcement agency, it will also send that information to CFIX and make it clear that OPD has not investigated or vetted the leads.”
