DeLAND, Fla. – A member of the DeLand Police Department Citizen Patrol program was arrested on allegations of sending a picture of a fake bomb to a company human resources employee while under investigation for disciplinary issues, according to a police report.
Richard Jarvis, 44, was arrested on charges of sending or possession of a hoax weapon of mass destruction. He was released from jail after posting a $10,000 bond.

Jarvis, who worked for Ryder Corporation, sent a picture of an explosive device with a text that read, "u want to see what I do when bored," according to the police report.
According to police, Jarvis said the bomb had enough chemicals to cover the area from his old boss's office to the service desk.
Human resources contacted police who arrested Jarvis at his home and executed a search warrant after a captain with the Volusia County bomb squad checked out the photo and expressed concern.
During interviews with detectives, Jarvis said he took the picture while visiting a machine shop owned by two former officers used for training other law enforcement to disarm a bomb.
The device pictured was fake and used only for training.
Police said they take Jarvis' actions seriously as he scared employees of Ryder.
Jarvis, who admitted to taking and sending the photo of the explosive device, was fired by Ryder and lost his Citizen Patrol membership.
Local 6 sought comment from Jarvis, but he did not answer the door at his Astoria Drive home.
