Dispute delays city manager's resignation

City leaders say Ralph Bowers has until Friday night to accept their offer

FRUITLAND PARK, Fla. - Fruitland Park's embattled city manager offered to resign again Thursday night, but a dispute over vacation pay is holding the process up.

Ralph Bowers has been on administrative leave since November, when he was accused of sexual assault by a city employee.

Just this week, investigators announced Bowers won't face criminal charges. Bowers has maintained all along he hadn't done anything wrong.

However, on Thursday night, Bowers submitted another resignation letter. Bowers said he'll leave office as long as he gets the paid vacation time he wants.

City leaders are offering less money, though. They said Bowers has until Friday night to accept their offer or else they'll move forward and fire him.
