Rubio shifts focus away from immigration reform

PANAMA CITY, Fla. - Sen. Marco Rubio is spending part of his summer break from Washington campaigning across Florida in opposition to funding for President Barack Obama's health care law. He doesn't talk much these days about the sweeping immigration overhaul he long has championed -- unless he's asked about the issue.

In fact, Rubio's name can now elicit boos and catcalls at rallies, and his standing has slipped in some polls since he started pressing for comprehensive immigration reform.

The senator acknowledges the fallout from the immigration debate. But his aides insist his pivot to health care is driven by policy, not politics, and that he is simply giving the U.S. House its own space to tackle immigration.
