If approved, pedicab drivers would have to undergo criminal background checks and submit to drug tests. Drivers would also have to pay $200 per year for a permit.

The proposal for new requirements comes after 28-year-old George Brainard, a pedicab driver, was arrested for allegedly raping a woman following the Daytona 500 in February.

Local 6 spoke to pedicab drivers after the council's initial vote. Drivers say the new regulations would force many of them to find a new job.

"An extra $200 is a hardship," said pedicab driver Jenny Nazak. "A lot of the people who come here come to Daytona Beach after being unemployed for a while."

"It really could shut us down," said Jonathan Forgione, owner of Five Star Pedicabs in Daytona Beach.
