Report: Child-sex fantasy found in council member's email

'I don't have to apologize to anybody,' Tom Abraham says

ORANGE CITY, Fla. – An Orange City councilman is defending an email he sent to a friend in November of 2011, the Daytona Beach News-Journal reported.

Councilman Tom Abraham, 66, is said to have attached a photo of a high school-aged girl and her family, and wrote that he wondered if the girl and he would "soon mate," the newspaper reported.

The photo was taken outside a polling site where Abraham was waving a sign for his election. 

The email was discovered when Abraham took his city issued iPad to the city's information-technology department in an effort to review charges for his personal use on the device.

"It was an email between me and my friend.  It didn't reach (the girl or her father).  ...I didn't hurt her.  I sent an email to a friend with my wandering imagination.  At this point, I don't have to apologize to anybody," Abraham told the News-Journal.

The Florida Department of Law Enforcement looked into the incident and determined through a letter to the city manager that, "Although the photographs and content of the emails may appear to some as being disturbing, it does not appear that the criminal laws of the state of Florida were violated."
