Disney World worker accused of promoting child porn

Charles Steven Proctor arrested Monday in Orlando

ORLANDO, Fla. – A Walt Disney World worker was jailed on allegations of encouraging others to molest children and produce child porn, as well as possessing child porn.

Florida Department of Law Enforcement agents say they arrested Charles Steven Proctor, 56, on Monday after searching his Orlando home.

According to an arrest report, FDLE agents were tipped off when investigators searched a computer that belonged to a child molester in Spokane, Washington.

Proctor had allegedly posed as a lesbian mother of three girls and sent the man emails encouraging him to molest a 12-year-old girl.

Investigators say Proctor accessed the graphic emails from his Orlando home as well as from Walt Disney World.

Detectives searched Proctor's Orlando home on Monday and say they found the email communication as well as pornographic pictures of both boys and girls on his computer.

The youngest victim appears to be a 3-year-old boy. According to Proctor's arrest report, he allegedly emailed the boy's grandmother and asked her to snap the nude pictures of the boy.

According to his Facebook page, Proctor has worked at Disney for 24 years as an electrician. A Disney spokeswoman said Proctor is now on unpaid leave pending the outcome of the investigation.

"It gives me the creeps to be honest with you," said Judy Heslep, Proctor's next door neighbor. "We've lived here 20 years, (Proctor and his family) have lived here as long as we have. I mean, our kids used to ride to school with his wife, with his wife's mother."

"It's a little nerve-racking, I mean, especially with the elementary school right here and there's a lot of kids in this neighborhood just in general," said neighbor Terri Delhagen.

In addition to posing as a lesbian, Proctor also allegedly posed as a 16-year-old girl to engage in sexually explicit conversations on the Internet, investigators said.

Proctor allegedly admitted to sending the emails and downloading the pornographic pictures, but told investigators he did not believe he did anything wrong since he was only "role playing" and posing as other people.

Proctor is now facing at least 10 counts of possession of child pornography as well as charges of soliciting an adult to produce images of child pornography.

Proctor was being held at the Orange County Jail on $9,500 bond.  A judge on Tuesday also ordered that, if released, Proctor not have Internet access or unsupervised contact with anyone under the age of 18.
