Man forced disabled girl to take nude photos, DeLand police say

Father: Girl targeted due to disabilities

DeLAND, Fla. – A disabled girl who was forced to undress and pose for pictures may have been targeted because of her developmental disability, the girl's father told police.

DeLand police said William Harvey, 50, forced the 16-year-old girl to undress inside his home on Sha De Land Drive and took about five pictures of the teen.

"There is a lot of children in the neighborhood and preying on these young kids -- teenagers, young ones -- that's not good. He gets what he deserves," said Louie Nomar, who lives nearby.

The police report said the girl told police she went to Harvey's house on May 6 to visit his daughters, but that's when Harvey got her alone and told her, "I want naked pictures of you." She said no, but she said he then "forced her to sit down, and pulled her shorts and underwear down to her ankles" and "made her pose and make funny faces while he photographed her."

A woman at Harvey's home told Local 6 she knew nothing about the arrest but knew about certain pictures on his computer. It's an allegation neighbors had heard about as well.

"I've heard of him having pictures," said Nomar. "I've just heard all kinds of different things."

Police said Harvey told her not to tell anyone and she did not until days later. Her father fears Harvey took advantage of her because she has a "developmental disorder with autistic tendencies."

The report said he did not touch the teen at any time.

Harvey was being held at the Volusia County Jail on $20,000 bond.
