Investigators said someone called Crimeline on June 16 with a tip Julio Angel Figueroa Rosario was the man who exposed himself inside Walmart.

The caller gave Rosario's name, address, physical description and also indicated he was a registered sexual offender.

Investigators generated a photo line-up with a photograph of Rosario and other men with similar features.

Police said the girl and her grandmother, who she was shopping with when it happened, both pointed out Rosario. He was subsequently arrested Friday afternoon at his probation office.

The incident happened around 8 p.m. May 12 inside the Walmart at 2500 S. Kirkman Road. The girl was shopping with her grandmother and mother in the electronics department. They told police the man followed them and then crouched down, pulled his shorts aside and exposed himself while looking at the girl.

Rosario is charged with attempted lewd and lascivious exhibition and is being held at the Orange County Jail with no bond.

Rosario's criminal history shows he's been arrested for this kind of behavior before. His booking report said in 2012 he was arrested at Disney "for rubbing his crotch against a 13-year-old girl who was at the park."

In June 2013, "an adult female was at the Magic Kingdom watching a parade when she felt something pushing up against her several times." It goes on to say, "she later identified Julio Rosario in a photo line-up but he was not arrested because he had an alibi the date of the incident."
