The DBPR faxed the stipulations to Murray's attorney on November 14 .
The formal hearing is set for Tuesday in Fernandina Beach.
State documents obtained by Local 6 indicate Murray must "successfully complete a rehabilitation program" with the Professional Resource Network.
No time framework or schedule for the rehabilitation is mentioned.
However, the State's stipulations make it clear that the Board is not obligated to reinstate Murray once he completes the drug treatment program.
Both Foster and Murray have declined comment on the allegations but an attorney representing one of the 11 complainants said that in her view, nothing short of a revoked license is acceptable.
Gainesville attorney Marcy LaHart said Murray's legacy of alleged addiction is well documented.
