The Apopka Police Department said it sought an arrest warrant Tuesday for the driver of the vehicle, identified as Teodoro Andres Llanas Jr., 19.

Llanas cooperated fully with the investigation, police said.

The driver of a red SUV, in which Tena was the passenger, was responsible for the single-vehicle crash. Investigators determined that Llanas did not have permission to drive the vehicle, that the vehicle was improperly maintained and Llanas was not licensed to drive, according to Apopka police.

Llanas is at the Orange County Jail.

Apopka police said it is still looking for another vehicle in the crash.
