Shaftney McMullen, who was also named a person of interest, has been in the Lake County Jail since June 26.
Police said McMullen and Weaver were together the night of the shooting, although Weaver repeatedly lied to detectives about her involvement.
A witness told police that Stedelin was in the area the night of the shooting to buy drugs and ended up in a fight with McMullen, who reportedly was selling drugs, and another man, who stole Stedelin's money, according to a warrant.
Stedelin and the man got into a physical fight and McMullen stepped in to fight as well because Stedelin was winning, police said. McMullen fired his gun twice when he could not physically overpower Stedelin, according to the report.
After the shooting, McMullen walked over to the vehicle Weaver was in and she drove him away, the warrant said.
Police said cellphone records proved that McMullen and Weaver were in the same area at the time of the shooting. She initially told detectives that she was at a club in Orlando at the time of the shooting, but later admitted to being in the area when confronted with witness statements, the warrant said.
Authorities said in a news release that Weaver helped McMullen hide after the murder.
McMullen is charged with second-degree murder and Weaver is charged with accessory after the fact to second-degree murder.
