Unlicensed contractor arrested in Polk County after scamming thousands from Deltona customer, deputies say

POLK COUNTY, Fla. – An unlicensed contractor, wanted after a Deltona customer was scammed out of nearly $15,000, was arrested in Polk County, the Volusia Sheriff’s Office said.

Argelys Virgilio Zambrano Andrade, 37, faces charges of contractor fraud, unregistered contractor, and fraud impersonating during a state of emergency.

According to deputies, Zambrano took $14,950 in down payments from a Deltona customer for a kitchen remodel but never initiated any work.

He then cashed the victim’s checks without applying for the necessary permits or possessing the required licensing. He operated under the name “ZL Renovations LLC,” based in Orlando.

The sheriff’s office said the case also prompted the notification of Immigration and Customs Enforcement (ICE) for an immigration detainer.
