WASHINGTON – The Justice Department announced new charges Monday against a Libyan bombmaker in the 1988 explosion of Pan Am Flight 103 over Lockerbie, Scotland, an attack that killed 259 people in the air and 11 on the ground. But it nonetheless represents one of the more consequential counterterrorism announcements from the Trump administration Justice Department. “At long last, this man responsible for killing Americans and many others will be subject to justice for his crimes," Barr said. The New York-bound Pan Am flight exploded over Lockerbie less than an hour after takeoff from London on Dec. 21, 1988. Besides Barr, another key figure in the Lockerbie investigation was Robert Mueller, who was the Justice Department’s criminal chief at the time the first set of charges was announced.

LONDON – A 26-year-old Libyan man pleaded guilty to murder Wednesday for stabbing three friends to death as they sat in an English city park. Khairi Saadallah admitted to three counts of murder and three of attempted murder for the June 20 attack in Reading, 40 miles (64 kilometers) west of London. James Furlong, 36, David Wails, 49, and Joseph Ritchie-Bennett, 39, were enjoying a warm Saturday evening in the city's Forbury Gardens park when they were stabbed. Each died from a single stab wound. The judge set a sentencing hearing for the week of Dec. 7.

TANZANIA – Russia and China blocked the official release of a report by U.N. experts on Libya that accused its warring parties and their international backers -- including Russia -- of violating a U.N. arms embargo on the conflict-wracked country, U.N. diplomats said Friday. Germany’s deputy U.N. ambassador, Günter Sautter, said he brought the issue to the Security Council after the two countries blocked the report’s release by the committee monitoring sanctions on Libya, which Germany heads. “Many delegations have asked for the publication of the panel of experts’ interim report,” he said. But finding a replacement acceptable to all Security Council diplomats has proven exceedingly difficult. Germany's Sautter said the Security Council has agreed that there will be a special envoy “and we need an agreement urgently on who that is going to be."
