After both Moscow and Washington withdrew from the 1987 Intermediate-Range Nuclear Forces Treaty in 2019, New START is the only remaining nuclear arms control deal between the two countries.

Iran maintains the International Atomic Energy Agency has no legal basis to inspect them. The agency has said that Iran continues to provide access to sites covered by the nuclear deal, known as the Joint Comprehensive Plan of Action, or JCPOA. It is not clear what effect the new resolution will have on the JCPOA, but Iran threatened unspecified consequences. The foreign ministers of Germany, France and Britain were meeting later in the day in Berlin for talks on Iran and other issues.
