Former Orlando police Chief Orlando Rolón is reacting to body-camera video that shows a 9-year-old who was handcuffed by Oviedo officers earlier this year.

Last month, the student’s parents filed a lawsuit against the city of Oviedo over the incident, claiming that the officers used “unnecessary and unreasonable” force.

The lawsuit states that the child was a fourth-grade student at Stenstrom Elementary School. The document shows that the student had special-needs plans, which identified “physical aggression” as a behavioral problem.
