Woman wrongly jailed in I-4 deadly crash files lawsuit against Florida Highway Patrol

VOLUSIA COUNTY, Fla. – A 23-year-old woman who spent 13 days in jail for a deadly crash she wasn’t involved in has filed a federal civil rights lawsuit against the Florida Highway Patrol.

Lindsay Isaacs is accusing troopers of ignoring evidence when they wrongfully arrested her in connection with an October 2025 wrong-way crash on Interstate 4 in Volusia County that killed three people, including Flagler County Deputy Administrator Jorge Salinas, his wife, and a motorcyclist. A fourth victim survived with serious injuries.

“Lindsay is frankly broken,” her attorney, David Brill, told News 6. “She’s suffered greatly and will continue to suffer and is in need of and receiving medical care.”

The lawsuit names two FHP sergeants, accusing them of ignoring evidence and claiming investigators relied on damage to Isaacs’ black Dodge Durango as the basis for her arrest — despite the actual suspect driving a maroon SUV of the same make and model.

Isaacs was arrested on April 16 after her vehicle appeared on nearby Flock cameras around the time of the crash and witnesses described the SUV involved as black. Charges were dropped less than two months later after FHP’s Specialized Investigation and Reconstruction Team (SIRT) determined key evidence had been missed.

According to court records, the SIRT investigation found that the crash occurred on a dark, poorly lit stretch of I-4, where witnesses could have easily mistaken a maroon Dodge Durango for Isaacs’ black SUV. Investigators ultimately identified 47-year-old Alisa Lee Montalvo as the suspect.

Montalvo now faces nine charges, including three counts of vehicular homicide and three counts of leaving the scene of a crash involving death. Prosecutors also say she brought the Durango to a man in Altamonte Springs for repairs days after the crash, resulting in a tampering with evidence charge.

Montalvo remains in the Volusia County Jail without bond.

FHP did not answer questions about whether mistakes were made in Isaacs’ arrest or what changes may be implemented. The agency said the case remains an active and ongoing criminal investigation.
