Man surrenders after shooting at neighbors in Volusia County, police say

A confrontation between neighbors about a man allegedly speeding down a South Daytona road led to gunfire and a man’s arrest Wednesday afternoon, prompting a large police response and forcing South Daytona Elementary School to alter its dismissal procedures, authorities said.
