Police say 25-year-old Lethario Haddocks offered to buy the puppies for $800 on Dec. 1. When they met, he handed her a wad of cash and took off with the dogs as she counted the money, according to police. It was only $150, police said.
She contacted police when she saw the puppies advertised on Craigslist.
Police said an undercover officer offered to buy the dog for $400. When they met, Haddocks rode off on a bicycle instead, according to police. Officers followed him, and he was arrested. They found one emaciated dog in his backpack, police said.
It's unclear whether he's hired a lawyer.
