ORLANDO, Fla. – An administrator with Orange County government has resigned after two women came forward claiming he sent them inappropriate text messages.
According to an investigative report conducted by the county's Office of Professional Standards, Robert "Scott" Hellewell was accused of sending those text messages to two women who worked in other departments.
The report shows one woman came forward in January after she said Hellewell sent her sexually suggestive text messages on her county-owned cell phone.
"I went to bed late and had a late morning dream with you in it," one of the text messages submitted to investigators read. "It was kind of explicit, but I guess we've been friends for so, so long it was OK."
The woman wrote back, "No, way. Sounds more like a bad dream. You can stop now. You sure you're awake?"
Hellewell wrote: "With your athletic body you would never be a bad dream, and don't blush. We've known each other too long for that. It did make for an interesting morning, though."
The woman replied: "You can stop now. Flattered but really think you are going passed the invisible line. Please don't share this type of stuff with me. You'll ruin our friendship."
She told county investigators she reported this incident to them the following work day.
During the course of their investigation, officials said they found another worker who said she had a similar situation with Hellewell.
She said he sent her pictures of his exposed genitals to her via text message.
She told investigators she told him not to send anymore pictures like that, to which she said he replied that he thought they were friends.
News 6 found out the Office of Professional Standards interviewed Hellewell, and afterward, they found he had violated at least two codes of conduct.
A spokeswoman for Orange County said Hellewell resigned as a result after working for the county for more than 25 years.
News 6 attempted twice to get his side of what happened, and both times, no one came to his front door.
