Charges dropped against UCF student accused of recording up a woman’s skirt

Police say deleted file likely showed feet on phone

ORANGE COUNTY, Fla. – Charges were dropped against a University of Central Florida student who was accused of recording up a woman’s skirt in the campus library, court records show.

Yeonsoo William Lee, 23, had been arrested and charged with video voyeurism and tampering with evidence after a woman on the fifth floor of UCF’s library noticed his cellphone pointed toward her while she was studying.

According to documents, prosecutors closed the case on Sept. 16 after the lead investigator told the state attorney’s office that a search of the student’s phone turned up many photos and videos of feet and that the deleted recording of the complainant appeared to have been of her feet rather than an upskirt video.

An internal case note states the case was closed “per the LEO’s request as there is no crime done here,” and evidence supports a conclusion that the defendant was taking and selling foot images, not surreptitious upskirt recordings.

According to earlier arrest records and an affidavit, the victim demanded to see Lee’s phone; investigators say Lee attempted to hide recent recordings, and a witness reported that Lee told them taking such images was his “job,” that there are communities for it, and that he sells photographs and videos of women. The witness later said Lee deleted the video.
